sftp and root access

Currently we are in the process of changing our servers restrict the
use of the root account over ssh.  The following was changed:

in the /etc/ssh/sshd_config file the change was made
PermitRootLogin no

The thing I notice, which make sense, you can't sftp to the server no
longer with our server.  Is there a way to "SU" like you can with a
telnet session with sftp?

Using RHES4 btw ;)

could I suggest "PermitRootLogin without-password", in order to login
via ssh with public key authentication?
