set directory access control for ssh2

Do you have a question? Post it now! No Registration Necessary.  Now with pictures!

I'm new to SSH and didn't find the answer by searching
this group.

We need to open scp2 to another group for some data input.
We don't want the other group have writable priviledge for any
other directories except the file transfer directory under the
opened account. We don't want any remote shell commonad, such
as rm, mv, can be executed by the other group for this account.

Is there a way to do the access control at directory level
in SSH2 so that scp2 can work but remote user can't run the
any commands?
