Order of processing: iptables, tcp wrappers?

Before a packet from the internet is allowed to reach its
destination, it must first pass through both iptables and
TCP wrappers. Does the packet get inspected first by
iptables, then by tcp wrappers, or is it the other way around?

First IPTables that works at kernel level, then tcp wrapper that work
at an higher level.
