install XP Pro on top of XP home with SP2 installed and nothing seems
to work. I created an .iso file on a dvd and a cd and neither will
boot in the laptop. I Created the CD/DVD's using NERO v6. The service
pack on the Toshiba is integrated into the XP O/S and not installed as
a separate file that can be uninstalled separately. Can some one tell
me how to create the boot disk using NERO v6?

A *.iso file is not executable; it is an image of the DVD or CD that
must be burned in Nero with the option (Nero Express) Disk Image or
Saved Project and then selecting the *.iso (and a couple of others)
option near the bottom of the file type list.
