When I switch the screen on, it stays dark for one or two seconds,
flashes on for a fraction of a second (just long enough to recognise
the desktop image flashing by), and then stays dark. Switching off the
screen and then switching on again causes a repeat of the above.
Is this repairable, or should I buy a new screen?

Probably depends a lot on which laptop you have.
Sounds like the CCFL is bad or the inverter is hozed.
Sometimes the CCFL can be replaced easily...more often you need
tiny tools and nerves of steel.
The old compaq Aero had a problem like this. When one cell of the
battery pack went shorted, there wasn't quite enough voltage to
get the lamp started. On AC, the battery shunts the input, so that
didn't solve the problem. Taking out the battery DID help.

actually, the panel itself is not bad. It could be a bad backlight
inverter, which is totally separate item, or it could be bad lamps (the
lamps are physically inside the panel, but can usually be replaced
separately at MUCH lower cost).
