Sound problem on Inspiron 1000

Please help.  On my Dell Inspiron 1000, the audio has become wavy and
inconsistent.  It's not noticeable if I just listen to the regular
Windows noises, but when I play music (on Winamp; Windows Media Player;
etc., doesn't matter which) The sound will fade in and out slightly,
get louder and softer throughout a song.  It's kind of subtle, but
extremely noticeable to me.  The same thing happens if I plug in
headphones or external speakers.  It's definately not a speaker
problem- Dell tried replacing them already to no avail.  A diagnostic
scan reveals no problems.  Any suggestions/advice?

Have you trashed the drivers and reinstalled them?

Yes.  The drivers should be fine.  The more I think about it, i think
it has to be a problem with the integrated sound card on the
motherboard.  Does that sound right?  A scan doesn't pick up anything,
but I still think it's got to be the hardware.  I'm not sure how
thoroughly a diagnostic scan tests these things.
