My daughter has a Sony laptop that requires 19.5V.  I have a variable
output 12V car accessory socket charger/converter that has outputs of
16-22V in increments of 1V.  I don't want to fry any electronics. Which
setting is it safe to use- 19V or 20V?

Either should be fine, I'd use 19 volts first.  The tolerance on the
input voltage is at least 5%, which is a full volt, and it might be as
much as 10% (2 volts).  However, do you have enough power capacity
(amps/watts) for the laptop?
