This may be a dumb question but is there any device than can be
connected to a USB2 port, or via a PC card that allows to replace and
get a better video output on an integrated video machine?
On a desktop, that is reasonably easy to do, but on laptops and other
machines where there is no possibility to insert a PCI card ... ?

Have a look at these; It's pretty clear that USB will not support
*better* video than the on board one. The bandwidth is too low.
They seem to do at most 1280x1024 at 16 bits not 32 bits.
