I'm in the process of upgrading the disks on our laptops.
Currently, we have 30mb from Fujitsu and IBM.
The power reqs for these 30mb, 4200rpm, 2mb buffer are:
    4.5w powerup, 2.3w I/O, .65w idle

The IBM 60mb, 5400rpm, 8mb buffer disks I'm using for the upgrade are :
    5.0w powerup, 2.6w I/O, .85w idle

What impact on battery life can we expect
without changing any Windows power meter settings...

You will never notice it, as a practical matter.  It's idle almost all
of the time, and it's only the difference that is significant.  When
compared to the power consumption of the entire laptop, it's irrelevant.
