Fan control on HP Pavilion ze2000z?

I just bought a HP Pavilion ze2000z notebook, Sempron 3300+. I found
under both Linux and Windows, the notebook shows the same behavior:

the fan is off until the CPU temp reaches 59C, then the fan kicks in to
lower it to 50C. The fan then stops, and the temp goes back to 59C
gradually, the fan kicks in again....

Not only is it very annoying, 50-59C is a little bit higher than I am
used to. I mainly use this machine under Linux (Fedora Core 4
installed). I'd like to have fan always on at a lower gear, but was not
able to find a way to control it.

On my old Dell Inspiron notebook, I was able to use i8kutils to control
the fans. Is there something similiar for HP Pavilion notebooks? I am
not even sure which motherboard is in there.

I tried to change the ACPI trip_points, but found all the fields are
missing except for "active" and "passive". It does not take in any
changes to "active".

I suspect the only way to change this behavior is through BIOS.

Yes, I did try speedfan.
1) It only shows the CPU and HD temps.
2) It does not detect any fan. I think the problem is that the fan(s)
in the laptop are not really CPU fans per se.
3) It works under Windows only.
