For Windows CE, and platforms like Windows Mobile based on it, the
operating system is in ROM, so it cannot be changed, erased, and/or
updated only without special tools. It is never sold as a separate
product and is never available on any CD. The good news is that you
can restore a device to nearly new by doing either a hard reset or
running "Clear Storage". Details about how to do a hard reset depend
on the device; this is usually one of the few things described in the
skimpy manual.

Details about "nearly new" also vary. On older Windows CE devices, all
user-accessible storage was in volatile storage, so letting the
batteries drain completely, removing the batteries, or doing a hard
reset would really wipe out all user changes (without changing ROM)
and thus restore the device to new. Starting with Windows Mobile 6,
main storage is persistent and I'm not sure how much is wiped out by a
hard reset (I don't have a WM 6 device to test and don't have an
adequate memory to remember). I'm pretty sure Clear Memory will wipe
out everything, and is a choice somewhere in the Start menu. So a hard
reset should come close, and Clear Memory should come very close.

OOPS: should be "...updated without special tools..."
