Hello,

I installed certsrv before IIS. There is no certsrv website in IIS
management console at all. Do I need to uninstall certsrv and reinstall with
IIS installed first?

In that case, just run certutil -vroot at a command prompt. No need to
remove and reinstall Certificate Services.
