 The default webpage for certificate services //localhost/certsrv fails to
open with a 404 "page can not be found" error. I have tried all variations
for the localhost including IP address, localhost, 172.0.0.1 and servername.
So I can not request certificates via the gui. I am logged in with full admin
rights.

Additional note. I can generate certificates via CLI on this CA.

 Hi,

Is this new installation? Did this work at some point in the past?

If you open IIS MMC and under "Default Web Site" do you have a directory
called certsrv?

Hello,

Yes it is a new installation. The http certsrv has never worked.

When I type MMC at a command prompt a empty window opens. Under IIS, there
is a default web site, but no MMC directory or certsrv directory

Did you have IIS installed before you installed Certificate Services?

You're also not understanding what Mike was asking you to check. He
wants to you open the IIS management console for Administrative Tools
and look for a Certsrv web site.

I uninstalled and re-installed certificate services with IIS allready
installed and now the http://CA Server IP/certsrv works!!!
