I've just discovered a registry hack to get around the Windows XP SP2
security bug that prevents files being uploaded as text/html, and thus
unable to validate local html files using the W3C validator. I posted
the hack on my blog  . It's now possible to validate both .html
(text/html) and .xhtml (application/xhtml+xml) files using IE. This
only affects file uploads from a HTML form, it does not make IE accept
pages served as application/xhtml+xml.
