I don't operate in these kinds of situations. Most shopping carts seem
to use transient cookies to store your list. Each time the user's
browser interacts with the website, the list of cookies is sent with
the request. So eventually, the process would get bogged down by the
sheer size of the HTTP headers (if you don't hit some limit).
So the cart content would almost certainly have to be held on the
server. So that's one feature to look for.

The usual way is using a *session* cookie of course - the session data
of a customer is stored on the *server* and the cookie tells the server,
which session to use.
I system which stores the session data in the cookie and not just a
session id can be considered broken.
