When you use an uri to an user-defined cursor you also have to give a
generic cursor to use if the browser can't show your user-defined
cursor, e.g. cursor:url("BECKON2.ANI"), crosshair;

cursors, it should attempt to handle the second, etc. If the user
agent cannot handle any user-defined cursor, it must use the generic
cursor at the end of the list."
