- is it possible to have an rtl frameset?

i have the following demo code:
this would render as a 30% frame on the left and the rest in the right
my question is wether it is possible to use an html or css directive
to make this frameset render from right to left (so the 30% frame is
on the right).
i tried using dir="rtl" and direction:rtl but to no avail.

The dir attribute doesn't mean "text direction". It sets the writing
direction of directionally neutral text - not text in general - _and_
- horizontal layout direction of blocks
- horizontal layout direction of table columns
- direction of horizontal overflow
- default value for the align attribute
- alignment of last line in blocks with align="justify".
It was not at all unnatural - just mistaken - to expect that it might affect
the horizontal layout direction of frames. The expectation was not met
because the frame thing in HTML specs (and browsers) wasn't designed
