Foreign language characters in forms

We market our products internationally.  Occasionally, a foreign
customer will complete one of our web forms using special characters
in the text.  When the data is returned to us via the form handler,
the special characters get corrupted.  For example, a German customer
input his city as "D=FCsseldorf".  When we received the data it was
displayed as "D=C3=BCsseldorf".

Is there any way to return the original text via our javascript form?

It's not corrupted, it's encoded as UTF-8. If you display it in HTML,
declare the encoding as UTF-8 (e.g. meta http-equiv...), and you're done.
