I've assembled a URL for calling a CGI script statically like so:

<A HREF="foo.cgi?ACTION=1&BAR=2">foo</A>

The problem I'm getting is that foo.cgi is getting called twice per
click.  Why, and how do I fix it?

It's something in your foo.cgi code. Sorry, my crystal ball is too dim now.
Unless there's some confusion in your HTML document as a whole, the problem
is a CGI programming issue and would fit into c.i.w.a.cgi. Don't forget to
tell the URL _and_ to reveal something about the CGI code (perhaps even
making the code accessible on the www if it contains no secrets).
