I'd agree with this.  A quick look at the source for the home page
suggests that you're not dealing with a complicated template setup
such as you might have using Dreamweaver.  The underlying markup is
pretty dated but relatively simple, and the only scripts in use appear
to be the usual 3rd-party suspects or already reside on the server,
so are easily download-able.

Any immediate updates could be done by hand using whatever text editor
you have available, updating the code as you go. Or, you could simply
replicate the site in some suitable CMS.

That's the direction I'm going to go. I'll help my neighbour to do the  
simple stuff for himself, then see what develops as we run into more  
complex changes.

David Stone put his finger on one of the main issues... the markup is  
pretty dated. Well, that describes me to a tee. I failed to keep up with  
developments such as JavaScript and CSS (they weren't strictly necessary  
as part of my rather specific job) so my knowledge is almost "frozen"  
around the 1990's.
