We like to convert our polygon(circle) data from C# structure to a
shape file, but hope not to install ARCGIS library. Is it any other
free/non-free library I can use?

I am a newbie of GIS development, so if you can provide me a link
which has sample code in it, it will be great.

See if someone else in the FAA has a licensed copy of Global Mapper...
I know the USGS uses it, amongst others... and it might be useful once
you have converted the data, or even before IF it is mapped data.

Try the open-source OGR library ( http://www.gdal.org/ogr/ )
