One way to do this is to use the Security Templates mmc snapin on
a machine that does have those services, define a new template, and
when you access the services section it should populate. After the
template is saved, edit it in such as notepad to remove all but the
services of interest. Take this template to where you edit GPOs and
import it into a GPO (make sure that the security settings for the services
includes the account used to run the service and System at a minimum).
