The idle temp was 35C constantly. NOW it will _never_ go below 41C??
Also, when under a moderate load it jumps to 55-57C?
It's almost like I didn't apply the arctic silver, like it's the old
My room temp is 80F, so what is the deal?

35C to 41C is only 6C difference, is it possible your room
temp went up 6C?
Arctic Silver isn't 6C cooler at that temp, I mean it takes
a really hot running CPU to see that large a difference.
Typically the difference is a couple of degrees until the
old silicone type gets old and (potentially) dries out.
