Vertical dots on my monitor

On my monitor, vertical lines of dots have begun to display.

At first it seamed as if it was a font problem because the problem is
quite clear on certain fonts (those being bold). But I found out that
it's actually a problem that shows up other places also. Eg. If I
mark two icons on the desktop and start to move them around, lines of
dots will also show. Once I stop dragging the icons, they will repaint
properly. One place where I see the problem quite clear is in the
caption of a window. Here the "dot problem" is constantly showing.
Funny thing is that resizing or moving the window, wont make the
problem disappear as it does whit the "icon dragging thing".

I've updated to latest drivers for my monitor and graphics card.

I'm running on a P4 3.0 Ghz with an ATI Redeon 9800 graphics adapter
and a Dell 2005FPW LCD monitor.

It's NOT a monitor pixel problem as the dots showing incorrect moves
along with the graphics.

Any suggestions ??

Drivers... Download "Driver Cleaner Pro" and to a complete uninstall, as per
the instructions. The re-install the latest drivers.

It *might* be mouse drivers, but not nearly as likely.
