I don't recall any P4 boards that would use PC100 memory,
presuming that "dram setting of 100hz" means a 100MHz memory
bus clock rate. That is, being 100MHz clock rate it would
have to be DDR memory, IF my recollection of old P4 boards &
chipsets is correct. Now, it is theoretically possible a P4
board meant to use PC133 memory could have it's memory bus
adjusted downward to PC100 speed but it would be a
misconfigured (or a builder who cheaped out and used
leftover PC100 memory) system, a far less likely scenario.
Your motherboard make and model would be a clear indicator
of the type of memory... unless of course it supports both
types but boards that do so are relatively rare.
You do not need DDR ram for any particular video card, but
PC133 memory would limit your system's performance to the
point where buying a very expensive card would have
diminishing returns as the system memory would be
