Problem with APC UPS Re-Power-On

I have a problem using a Nexcom Nice3120 Embedded PC with a APC
Back-UPS CS 350. I am using APC PowerChute Personal Edition v2.0 under
Windows 2000.
When I turn off the power manually from the UPS, my computer is
properly shutdown by the UPS software. When I reconnect power, after
some time, the UPS will power-cycle the computer, so it shoult
automatically reboot. But unfortunately, the power-cycling is a bit too
short: I can see that the power-LED of the computer (which is red while
the computer is soft-off) remains on, so obviously the power supply of
the computer can sustain the power for the time of the UPS
power-cycling. The result is that the computer does not know that it
should reboot, and remains in soft-off state.
I have looked at the registry configuration of the APC drivers, but I
have not yet found any way to increase the power-cycling time (which
should be enough: When I manually plug the power from the computer for
say 3 seconds, it will afterwards boot up properly).

Does anyone here know how to do this?
