Off versus hibernating`

I'm reading the maintenance manual of an HP netbook and it says to
turn off the computer before disassembling. :)

"If you are unsure whether the device is off or in Hibernation, turn
the device on, and then shut it down through the operating system."

What difference does it make if it is in hibernation?  It's still off,
isn't it?

I thought the only difference between hibernation and not is either
the presence of hiberifil.sys, or maybe a flag to tell it to use

(At least this started off as a hardware question.  :(   )

You would be changing hardware, while the "sleeping system" does
not know about that.
