two external HDs, one 250gb and the other 500gb. The two externals
have almost 600gb of files I do not want to lose. The total GBs of the two
externals will increase over time.
What are some viable options for storage and backup ??

Depends how much your data changes.
If the bulk of it stay's the same you 'could' look at burning a copy of the
static data off to DVD's and use another external drive for the transient
Alternatively you could look at one of the new Blu Ray burners (25GB single
layer disk, 50GB for dual layer)
However managing / storing 100+ DVD's or 12 - 24 Blu Ray disks not without
it's own issues so the more realistic option is to look at another (!)
If you use a Synchronising type backup program (eg Syncback) then the time
take to backup will be confined to just the new and changed files.
The only other option I can think of is Tape backup.
However at $US1500 per unit and up, they are not a 'budget' option.
Note external drive includes not only USB but also LAN (Network) connected
