I want to change my Internal CD writer from IDE to a portable USB writer
that i can use with a netbook.( Dell Mini 9 )
What do i need to do this ?

intermediary between USB and IDE and then provide power. The latter two are
most easily accomplished by an external case which comes with the
conversion circuit board and power supply. A simple Google search will
provide you with more options than you will ever have time to look over.
Try a search for '5.25" USB enclosure' (leaving out the single quotes). But
honestly, it might be easier for you to buy a ready-made external DVD writer.

If it can be powered by 110/220VAC (wall outlet), get a
standard 5.25" external USB2 drive inclosure.  If it needs
be powered by the netbook USB you'll have to get a ready
made portable USB2 drive, won't be able to reuse your
internal CDRW drive.
