HP LaserJet 8000 - Margins are slightly off

I have an HP LaserJet 8000 Series printer.

Margins are slightly off, causing text at the top of the page to be
cut off.

Users print from Windows XP SP2 and SP3 over HP Standard TCP/IP Port.
Tried printing from different applications, on different Windows XP
computers. This makes me want to think that it is a low level
Protocol is raw.
Print spooling enabled/disabled.
Printing language PCL/auto.
Advanced printing features on/off.
DPI 600x600 or 300x300.
Paper size is letter. (Correct paper size is Letter.)

What is the deal here? Anything else I could try?

It almost seems like too obvious a suggestion but have you
tried setting a larger margin for the top of the page in the
printer properties?
