Is there any way I can experiment with hardware design on the cheap?
I'd like to play around with some CPU and GPU designs, but I would
imagine it's expensive.

Maybe the cheapest is to do the designs in boolean algebra or assembler.
The buy a graphics program to draw the electrical designs.   You can still
buy circuit boards and transistors from somewhere.    

Google "cpu design" for starters and hints.
