Hello,
is there a free HTML editor which allows you to drop text and images
onto a page using divs for layout instead of tables?

1. Is there an HTML-editor that allows *only* tables for lay-out?
2. Why would you want to drop text in a DIV, instead of using
<p>-elements or headers or the like.

No, not that I know of. In web design, development and coding, there
is no magic, no easy, free, effortless recipe that will work perfectly
for everyone.
Can you describe more what you want to achieve?
Have you searched for free HTML editors in WikiPedia?
Have you tried
