If the phrases are pulled at random, how can they be relavent to the
content? Or is the content random as well? Either way, the title
element, and heading elements should be relavent to the content of the
page.

For example:
<title>Cats Dogs Birds</title>
</head>
<body>
<h1>Housing Values</h1>
<p>The best method to duplicate the real French bread crust is to put
tiles in the bottom of the oven, heat the oven to at least 450 and then
occassionally spritz the loaves with water while they are baking.</p>

None of the above elements are relavent to each other. Of course, this
is an extreme example, but I think you get the idea. You have to think
about what people are searching for, not just "filling up" title
elements.

This may come as a considerable shock to you, but the keywords and
phrases which are inserted into each site's database will all be
relevant to that site.
