Well I link my related sites back and forth, yep reciprocal cross linking
for some and have not seen any decreases for as rank goes only increasing.
Anytime you link with related sites it can only help your site's relevance
as you are point to other sites that are similar to yours.

I think Wikipedia does so well cause they have a butt load of links pointing
to them. Good quality links that are using them as references to different
things. There internal linking structure is fortifying each page sort of
speak I think.

I also read it on Google's blog talking about linking and they said they
will reward linking that way. I can't find it now, but they said it.
I think too many people are concentrating too much on PR and not really
considering that everything will fall into place if you just link the way
you should. PR will come but trust and relevancy is more important than PR.
