This may be right off the wall, and I haven't done any googling for
lack of a good idea what I'm looking for.

I have some text books on CD that are in html. I want to keep notes
in these books as I read; like one might with paper books; and have
these notes appear as html links at the paragraph or page they pertain
too.

I can muddle thru doing this by hand as I do have some basic (very
basic) html skills. But the time it would take will pretty much
nullify its utility. What I'm really after is a tool that will let
me read and notate as I go and transparently create the needed links.

That is quite a lot above my skill level.

I'm thinking this is such an obvious good idea that someone has done
this and tools like this are available.

I'm thinking something that might have a frame of the text book page
that leaves a couple of inches at the bottom of the browser screen in
which one can write text and save much as any text editor, but in this
case some kind of switch or button will create a link where you want
it to appear in the text page.

There are browsers that have annotation facilities built in. Amaya
probably has the best ones available, but Opera also has a less-developed
Notes system.

That's fine (fsvo fine - W3C's annotea is very flaky) if you're happy
to separate the annotations from the page annotated.

An alternative is margin-notes integrated with XHTML source as
implemented in mod_annot. No special browser support required -
it even works OK with Lynx. See the article at
http://www.apachetutor.org/apps/annot
