Can anyone tell me what this toolbar is and possibly how to get rid of
this thing?

Looks like it could be spyware.

Recommend you examine your Zone Alarm logs if you have that program, and if
not, recommend you obtain it soonest.

If you have anti-virus and spyware programs, I would recommend using them;
or obtaining them _soonest_ and then using them.

Further, I suggest you check your add/remove programs applet (I'm guessing
you have some flavor of Windows) for anything not related to the software
your system (windows), working programs (e.g., M$-Office, Adobe Photoshop)
or other utilites (e.g., Norton Anti-virus, Win-Fax).

Sorry, I should have elaborated.  I have been using a hardware
firewall, PC-Cillan 2005 internet security (fantastic software) and it
also has a software firewall.  I also use Spybot Search and Destroy on
a weekly basis, along with Ad-Aware Personal 1.5.

I have no shortage of protection, but just can't seem to figure out
which bloody toolbar this is.  It's at the very bottom of my IE screen
and it comes and goes but mostly stays there.

Download Microsoft AntiSpy program from the Microsoft site and it will
get rid of it.
