ExecShield Fedora core 2

Am I understanding http://people.redhat.com/drepper/nonselsec.pdf correctly?

It looks to me that by default Execshield is enabled and that it figures
out whether or not a binary should be allowed an executable stack - so
there is no /proc/sys/kernel/exec-shield and no need to put anything in

I'm confused because some things I've found say to echo "1" to
/proc/sys/kernel/exec-shield , but if I've understand the paper above
correctly, I don't think that would be right?  This is Fedora Core 2
2.6.9-041221 if that matters.
