Is there a way for me to compile/use modules when I do not have root access
to a Unix box? Can I modify the Makefile or set an environment variable,
etc.?

That is a FAQ. See

perldoc -q module
How do I keep my own module/library directory?

Or, if using CPAN, look in perldoc CPAN under :
I am not root, how can I install a module in a personal directory?
