can't open media center

hello,
I bought my pc a year ago (packard bell easynote-SB85-P-013) . It has a tv
card (AVerMedia A306 MiniCard Hybrid DVB-T). So I tought I could watch tv
with that. After a long search I got my adapter to connect my pc with the
coax tv-cable. Now, when I had this pc the first day I wad excited to
discover the Media Center. Only, the second day it seemed already 'gone'. Now
with som tips on this forum I could find it back. But when I wanted to open
it the message " Can't run this programm because it's prevented by
restrictionsoftware. For more info contact your administrator' (I had to
translate because I have the Dutch version). Now the administrator, that's
me. So contacting myself won't be a big help. Can someone please help me?

thanks a lot
this will be helpfull
but since i have the dutch version i can't really figure out what to do
and i tried changing the language but i don't have that option in windows
vista home premium
