cannot access a secure web site

I have a CA certificate that I installed to access a secure web site. At
one time I could access the site with no problem, however, I can no longer
get to the site via my LAN connection (DSL). I am able to access the site
if I connect to the internet with a dial-up connection.

I tried re-installing the certificate, turning off my firewall and NAV, all
with no luck.

When I enter the URL for the site, I no longer get the Windows Security
Alert popup that I used to get. Could that have something to do with it?

Maybe a trivia, but are you accessing the website using https:// instead of
http:// ?

Yes, I am using https. Here is more background information:
I cannot access this site from ANY computer on my network which has a static
IP address. My dial-up connection uses dynamic IP addressing. This is a
site that requires authentication. The site owner gave me the certificate
to install. I can access other secure web sites from the DSL connection. I
could connect successfully at one time. One thing that might be helpful is
I used to get the Windows "Security Alert" popup, but I no
longer get that (not even when using the dial-up internet connection).
Eventually the URL times out and I get the "page cannot be displayed"
message.
