after few days investigation, i found out that it was my usb wireless
adapter that's causing all the problem. This is utterly absurd answer to
this activesync situation, i can never think of this is the answer to this
problem. can anyone tell me anyway to work this around?

Hi,
It may be a conflict with the USB wireless adapter. All USB devices on the
same bus share the 11 megabit bandwidth. A Pocket PC will use all of the
bandwidth itself just like the USB Wi-Fi adapter will for optimal
performance.

Try plugging the Pocket PC or the Wi-Fi adapter into another port.
