I had the same problem. I found the solution as:
- From the control panel, Options, Norton AntiVirus, Internet Worm
- Add the following General Rule:
Permit Computers: your VPN server
Protocol: UDP, all types of communication
At that point, you should be able to connect to your VPN server. I
tried other methods of just opening the IPSec port 500 or adding the
extranet.exe application, neither worked.
