I have seen exactly the same problem on 2 occasions - the most recently 1
The very reason for me to search on this news group is to find anyone else
with the same problem or to find an answer to it.
I agree with you that only a reboot will solve the problem, as turning
Security off or Firewall off,
has no effect.
Both times when it happened, I was logging on to a bank website and probably
switching between a http and https url. Both time also a warning message
popped from Symantec - saying they apologised for the fault and I could Send
or Not Send fault details to them.
This fault has only occurred since I installed NIS 2006 , 2 weeks ago and
was not on NIS 2005 or earlier.
Let's see what Symantec says about it.

This time no browser was running, having closed IE previously about 1 hour
earlier, came back to the PC to see a message which read "SYMANTEC NETWORK
PROXY SERVICE has encountered a problem"
Please tell MICROSOFT about the problem (and choose) Send Error Report /
Don't Send Error Report
Details gave Error Signature as follows.

szAPPVer : 220.127.116.11
szModName : unknown
szMod Ver : 0.0.0.0
offset : 6aac2715
This seems to point to the Norton program ccProxy.exe having a bug
