What is the best way to reload/reinstall Eset after a HDD format?
I intend to change my operating system

Why would a "reload" after a HDD format be different
from a "normal" install?

Export the settings (via Setup) to a USB stick.
After format of HDD install Eset.
(which you have downloaded before.)
Import the previous settings from your USB stick.
Check the Setup (Advanced setup tree).

Connect to Internet.
Do "Update" for the latest virus signatures.
Done.

I wonder may be unfamiliar for you in this description.

I'm assuming that you want to use an already paid for license to use on
another OS? You may need to transfer the license (if they 'fingerprint'
the machine it is licensed to).

No.
Just enter your valid key in the newly installed Eset
and don't use the "old" Eset anymore.
(hardly possible after a HDD format.)
This worked several times for me.

So, just do it.
