then bitdefender, trend micro, avast and some other odd one

Unless you don't have or loss Internet access or there is a routing
problem (a node is down between you and them).  Without Internet access,
Panda AV ranks low[er].  Personally I don't want an AV program that
degrades its protection because of network outages.

Perhaps another way to look at it is that if your internet is down, you  
don't have any risk at that moment.
Nothing is degraded because as soon as it comes back, Panda is  
functioning again.

As I recall, in the past, all anti-virus programs have bricked Windows
by quarantining system files via false positives.  It's not a unique
event to just Panda-ware hence the need to schedule periodic image
backups so you actually do have something with which to restore your HDD
back to a prior state (since System Restore won't do that).

    Take pcmag with a pinch of salt. On that same page there is a
link to regimes that surveil the population. Yes, you guessed it:
    Sudan, United Arab Emirates, Uzbekistan, Ethiopia, Russia and
last but not least Bahrain.
