You can use nfilter (aka newsproxy) alongside outlook express for any
serious filtering you want to do. The program is old and no longer
maintained but is very useful in times like these.

A new author has been doing work on nfilter lately.  He has no website,
so he distributes it by posting to alt.binaries.freeware.  I can't
vouch for this version -- I'm just tossing it out in case anyone's
interested.  Caveat emptor, &c.
