I hope this is the right forum. I'm running an AMD 1800+ (no overclocking)
133mhz. Will PC3200 run at it's fastest speed even if the processor speed is
only 133mhz?

That's determined by what the MB chipset supports. Check your MB manual.

If your processor clock is 133MHz, then chances are the
motherboard RAM will run at DDR266 (1:1 ratio). But
there is nothing wrong with buying PC3200 (DDR400)
RAM and plugging it and running at DDR266. It won't
hurt the RAM, as faster RAM is compatible with slower
applications. Don't worry about it.

If you buy PC3200 RAM, it will have a better resale
value, than a slower RAM product. Buying PC2100
RAM now is not a smart purchase. Because nobody would
want it.

PC3200 runs at DDR400, DDR333, DDR266, DDR200. The
spec sheets even allow it to run slightly slower
than DDR200, but no motherboard goes slower than
that anyway. And PC3200 CAS3 memory, can be run at
CAS2 when used at a DDR266 rate.

I don't know the technical reason, but I have run across some PC3200
that wouldn't run at PC2100, especially the 1 GB DIMMs. That was in an
Intel celeron 2.3 GHz system with i845GL chipset, though. I don't have
anything above 512 MB DIMMs in my 2 Sempron systems.
