Yes, you can use Notepad to create a web site.  I did.

I prefered it, since I had never written anything in HTML before.
I know that sounds stupid, but doing it the hard way was a fantastic
learning experience for me.  I learned more by trial and error than
letting a program do it for me.

Seriously - yes.  I don't use Notepad, I use Notetab Pro, but that is
all I use or ever have used except for a brief couple weeks early on and
I've created many sites and many, many pages.  Notetab Pro has some
additional functions over Notepad but it is just a text editor all the
