I've see many W3C complaint website templates having

This "Jump to content" link often is very resourceful with browsing
with mobiles. It helps skip the long menu and directly jump to the
main content. But, this seems to be absent with the W3C Accessibility

Nope, it's been in there since 2000, it's AA 13.6

The site of "The Web Standards Project", http://www.webstandards.org /
does the same thing for ordinary browsers, but with the :hover psaudo
class. (And a different stylesheet for handheld devces.)

People useing screen readers or other audio browsers would of course
give shit, because they easily can jump to the main content before the
speaker can say "jump to". Very enoyin for people that have to lissen
to this shit.
