Looking at what information is available as event properties when the
dragover event fires (or indeed any drag/drop event), it seems that
it's not possible to have the x/y coordinates of the mouse pointer
relative to the element that the mouse is over. They keep talking about
relative to the screen, or viewport, or an ancestor element.

Have I overlooked the availability of such coordinates?

I'm pretty sure I found some calculations somewhere to work out where on  
a canvas the cursor was.

Presumably those calculations could be applied to other elements.
